Mr. Touray is the Founder, Chairman and CEO of SIMI, and has considerable local and international experience in investment banking, financial management, private sector development, and privatization, as well as in public enterprise management, human resources development, economic management, and capacity building.

Prior to starting SIMI, Mr. Touray was the Chief Executive of the former National Investment Board (NIB), the Gambia's investment management and promotion agency. Under his leadership, NIB organised and directed several investment missions to The Gambia and succeeded in attracting considerable foreign direct and portfolio investments to the country. He was appointed as the first Chairman of the Gambia Investment Promotion and Free Zones Agency (GIPFZA).

He was also instrumental in the realisation of several investment projects in The Gambia including the Flagship, Kairaba Beach Hotel, Kololi Beach Hotel, Gambia Cotton Company, Radville Farms, Gacem Cement Factory, Lye Fish, and BB & Sons Fisheries Company, to name a few.

In the area of privatisation, Mr. Touray developed the capacity of a multi-disciplinary professional team which achieved an implementation success rate of 77%, and made The Gambia Number One in the area of privatisation in Africa, as confirmed by a report titled "Challenges to Privatisation in Africa."

Mr. Touray who has an MBA in Management Finance from Atlanta University, also holds a Bachelors Degree in Economics from Morehouse College in Atlanta, Georgia. He has served, and serves on numerous Boards of Directors. He also served as Alternate Governor of the Multi-lateral Investment Guarantee Agency (MIGA) of the World Bank Group. His achievements are best summarized in a testimonial from the United States Agency for International Development (USAID):

"Mr. Touray's unusual professional competence includes not only a solid grasp of the broad parameters of private sector economic reform but also the crucial attention to detail called for in the selection of and negotiation of privatisation contracts.

The Gambia's privatisation effort was a key ingredient in the ranking by the U.S. Agency for International Development of The Gambia as Number One in economic policy reform in Africa.

Mr. Touray has a commanding leadership presence and a style characterized by maturity and forward thinking, illustrated in particular by his efforts to create a national vision for The Gambia as the Gateway to Africa. Finally and most importantly, he possesses a refreshing modesty which makes him easy to relate to."

The World Bank in its assessment of The Gambia's Structural Adjustment Programme under the Economic Recovery Programme (ERP) noted that the implementation of the Public Enterprise Reform Program was one of the greatest achievements of the ERP. In similar vein the IMF in its Occasional Paper 100 also noted that 'the implementation of the Public Enterprise reform progress has been very successful and the results achieved are encouraging ...'

Since his founding of SIMI, Mr. Touray has provided it the leadership needed to build it into a dynamic, quality of service-oriented company, and helped make the firm highly respected both in The Gambia, and internationally. Mr. Touray is also a well-respected community and business leader, and is actively involved in the fields of business development, education and sports.
