Mr. Touray is the Founder, Chairman and CEO of SIMI, and has considerable local and international experience in investment banking, financial management, private sector development, and privatization, as well as in public enterprise management, human resources development, economic management, and capacity building.
Prior to starting SIMI, Mr. Touray was the Chief Executive of the former National Investment Board (NIB), the Gambia's investment management and promotion agency. Under his leadership, NIB organised and directed several investment missions to The Gambia and succeeded in attracting considerable foreign direct and portfolio investments to the country. He was appointed as the first Chairman of the Gambia Investment Promotion and Free Zones Agency (GIPFZA).
He was also instrumental in the realisation of several investment projects in The Gambia including the Flagship, Kairaba Beach Hotel, Kololi Beach Hotel, Gambia Cotton Company, Radville Farms, Gacem Cement Factory, Lye Fish, and BB & Sons Fisheries Company, to name a few.
In the area of privatisation, Mr. Touray developed the
capacity of a multi-disciplinary professional team which achieved an
implementation success rate of 77%, and made The Gambia Number One in
the area of privatisation in Africa, as confirmed by a report titled
"Challenges to Privatisation in Africa."

The World Bank in its assessment of The Gambia's Structural Adjustment Programme under the Economic Recovery Programme (ERP) noted that the implementation of the Public Enterprise Reform Program was one of the greatest achievements of the ERP. In similar vein the IMF in its Occasional Paper 100 also noted that 'the implementation of the Public Enterprise reform progress has been very successful and the results achieved are encouraging ...'
